A 50-year old woman was working as a laborer as part of a City of Chicago crew installing new street lights on the Southeast Side of Chicago. On the date of the occurrence, her duties involved unloading and loading of materials and tools for the crew doing the installations. As she was walking across the parkway next to a 3-flat apartment building, an object suddenly swung around the corner of the building and struck in her hard hat and down into the side of her neck. The object was determined to be a storm window (with glass in the frame).
